WHAT IS A CERTIFICATE ON PLACE OF RESIDENCE REGISTRATION?

The Certificate on Place of Residence Registration is a relatively new document for Ukraine, which appeared simultaneously with the appearance of a new sample of passport, i.e. an ID card. The passport in the form of the ID card is a rather small document, so it cannot physically contain information about the registered place of residence of its holder. Of course, the information ob registered place of residence must be recorded on the ID card chip, but by far not every authority or institution can read out the chip, to say nothing of the ordinary citizens.

The official name of the Certificate on Place of Residence Registration is the Appendix 13 to the Rules for Place of Residence Registration, approved by the Resolution of the Cabinet of Ministers of Ukraine no. 207 dated March 02, 2016. This document is the official confirmation of the place of residence registration for citizens who are the holders of passports of the new sample. In addition, the Certificate on Place of Residence Registration can be issued not only to the ID card holders, but also to 14-year-old children who intends to obtain their first passport, to citizens who have lost their passports in the form of a booklet, etc.

WHERE CAN YOU RECEIVE THE CERTIFICATE ON PLACE OF RESIDENCE REGISTRATION?

Since it is responsibility of the Executive Committees of Village, Settlement and City Councils to deal with the place of residence registration, these bodies are authorized to issue the Certificate of the form no. 13. At the same time, in the cities, where Centers for Providing Administrative Services have been established, such Certificates can be received precisely in such Centers.

It is also important to note that you can receive the Certificate of the form no. 13 only in those Village, Settlement, or City Councils, assigned to your registered place of residence. That is, for example, if you are registered in Lviv, you can receive such a Certificate only in Lviv, even though you can receive the ID card in Kyiv.

Certificate on Place of Residence Registration for the citizens registered in Crimea, in the occupied territory of Donetsk and Luhansk regions

As we have mentioned above, you can receive the Certificate of the form no. 13 only in the authorized institution, assigned to your registered place of residence. Then what about the citizens registered in the occupied territories and in Crimea? Due to the fact that the Law on Place of Residence Registration was adopted in 2016 and provides for the creation of Territorial Communities’ Registers, maintained by local Executive Committees, accordingly, the Registers of Territorial Communities of the occupied territories and Crimea have not been created. Accordingly, the citizens, who have received the ID cards and are registered in non-controlled territories, can confirm their registration in these territories by providing the Certificate from the Unified State Demographic Register. Until the creation of the Territorial Communities’ Registers in these territories, the Extract from the Unified State Register is the only document confirming the place of residence registration in the occupied territories.

WHAT TO DO AFTER CHANGE OF THE REGISTRATION

If you are the holder of the ID card and decide to change your place of residence, after re-registration you will receive a new Certificate on Place of Residence Registration of the form no. 13. Concurrently, the previous document will lose its legal force and shall be subject to withdrawal. At the same time, in case of change of the registered place of residence, the information will not automatically change in the ID card itself (on the chip). If you want to enter information about your current registered place of residence onto your ID card, you need to apply to the relevant Department of the Migration Service to enter such information.
