REPLACEMENT OF PERMANENT RESIDENCE CERTIFICATE IN UKRAINE
A permanent residence permit is issued to a foreigner for life, but needs to be replaced every 10 years. Replacement of a permanent residence permit is an important procedure, as a person has significant physiological changes in his/her facial features over the course of 10 years of life, so the photo in this biometric card must be identical.
The permit is replaced no later than 15 working days (21 calendar days) before its expiration. The appropriate package of documents for the replacement of a permanent residence permit is submitted upon registration of the place of residence (registration) to the migration service. Today, there are 3 sample forms of permanent residence permits, which are all legal, as they were issued in different periods of time. The legislation of Ukraine provides for a clear list of reasons for exchanging a residence permit, after which a foreigner/stateless person has a one-month deadline for the replacement. A permanent residence permit is issued within 15 working days from the moment of submission of documents for replacement, if the legality of the issuance of the previous permit is confirmed.

REPLACEMENT OF A PERMANENT RESIDENCE CERTIFICATE ISSUED BEFORE 2010
A permanent residence permit in Ukraine before 2010 is a document that was issued to foreigners/stateless persons by the structural units of the Ministry of Internal Affairs according to the relevant legislation that was in effect at the time this document was issued. Today, the migration legislation has changed significantly and in many cases the form of the permanent residence permit of the sample before 2010 is not confirmed when replacing it for a biometric sample permit. When submitting a package of documents for the replacement of this certificate, checks may take a certain amount of time, as the legality of the grounds for issuing this document is checked by the authorized bodies. If the legality of obtaining a permit is not confirmed, the permit is canceled, the foreigner-applicant will have to leave the territory of Ukraine, or go to court to appeal the decision on canceling the permanent residence permit in Ukraine.

REPLACEMENT OF PERMANENT RESIDENCE PERMIT ISSUED IN 2010-2018
Permanent residence permit of the 2010-2018 sample, a document issued to foreigners / stateless persons on the basis of current immigration legislation. This permit form clearly shows the coded reason for obtaining a permanent residence permit and the authority that issued this document. In almost all cases, before obtaining a permanent residence permit, foreigners / stateless persons receive an immigration permit, which confirms the legality of obtaining a permit. When processing the exchange of this sample permit, the authorized bodies check the presence of an immigration permit in the case, and the check may take up to 1 month from the moment of submission of the documents. Documents for the replacement are submitted to the relevant department of the migration service according to the registration of the place of residence, which is indicated directly in the document. If the legality of obtaining a permit is not confirmed, the permit is canceled, the applicant will have to leave the territory of Ukraine or go to court to appeal the decision to cancel the permanent residence permit in Ukraine.

REPLACEMENT OF PERMANENT RESIDENCE PERMIT ISSUED FROM 2018
The permanent residence permit of 2018, a document that has biometric protection and is in the form of an ID card with a contactless electronic medium. Data of a foreigner / stateless person are entered into the biometric system of the migration service. This permit implies reliability of protection of personal data and versatility in its use. The only temporary drawback of the 2018 model is the receipt of an additional document on residency registration, so called "appendix 13", which is obtained at the Centers for the provision of administrative services at the place of personal residence. The exchange of a biometric permit for permanent residence takes place upon registrationace of residen of the plce. This permit is issued for life, but needs to be replaced every 10 years.

Replacement of the permanent residence permit for the above mentioned reasons must be organized not later than 30 calendar days from the moment of their occurrence. In case of violation of this time limits, the foreigners/stateless persons will be subjected to administrative sanctions in from of a fine.

An official document confirming the rights of a foreigner or stateless person to stay in Ukraine is a permanent residence permit.
It is issued for an indefinite period of time, but the document must be renewed every 10 years.
