PASSPORT OF A CITIZEN OF UKRAINE FOR TRAVELLING ABROAD WITH THE STATUS “DEPARTURE FOR PERMANENT RESIDENCE FROM UKRAINE” is held by citizens of Ukraine who permanently reside abroad as a non-resident of Ukraine. These passports, like all others, have an expiration date and must be renewed by exchanging them for new ones with a biometric carrier with the transfer of the "Permit for departure for permanent residence” stamp.

Please note: Citizens of Ukraine, who have completed the procedure for departure for permanent residence to other country, lose their residency, i.e. permanent residency (registration of the place of residence) in Ukraine. These citizens do not lose their citizenship and can stay in Ukraine for an unlimited period of time, as well as enjoy all the rights of a citizen of Ukraine.

RENEWAL OF THE PASSPORT FOR TRAVELLING ABROAD WITH DPR STATUS

When the passport of a citizen of Ukraine (non-resident) with a note about departure for permanent residence expires, it must be renewed depending on the place of stay of the non-resident.

If the citizen of Ukraine (non-resident) is staying directly in Ukraine, then, in this case, the documents subject to renewal are submitted to the Head Offices of the Migration Service. The term of execution of the passport for travelling abroad is longer to a certain extent than execution of a common passport for travelling abroad, as an additional check of the legal execution of the status “Departure for permanent residence from Ukraine” is performed. During the checks, the authorized bodies send 2 check requests:

  • to the Migration Service, which has completed the procedure and affixed the stamp on  departure for permanent residence from Ukraine
  • to the Embassy / Consulate of Ukraine, where the person is permanently registered

After receiving confirmation in response to the requests, the passport is sent for printing. When the passport of a citizen of Ukraine for travelling abroad is ready, a note on the “Permit for departure for permanent residence” is transferred to it.

If citizens of Ukraine (non-residents) are staying in the country of their permanent place of residence, they can perform the renewal of their passports for travelling abroad at the Ukrainian Consulate/Embassy with the transfer of the note on the “Permit for departure for permanent residence” to the new passport.

RECEIVING THE PASSPORT FOR TRAVELLING ABROAD WITH DPR STATUS

When the passport for travelling abroad with the note on the “Permit for departure for permanent residence” is ready, the applicant must receive it personally by his/her fingerprint, as it is a biometric system. Only the applicant can collect the document; it is impossible to collect it under a power of attorney.

After renewal of the passport for travelling abroad with a new one, the authorized body that has made the renewal may keep the expired previous passport for travelling abroad at the request of the applicant. The previous passport is canceled in the system and stamped by an inspector of the authorized body. In most cases, in the previous passports for travelling abroad, citizens still have valid visas, which must be presented to the border service authorities in the country of permanent place of residence.
