TEMPORARY RESIDENCE PERMIT IN UKRAINE
A temporary residence permit is a document that confirms the legal stay of a foreign citizen or a stateless person on the territory of Ukraine for a period of more than 90 days without limiting the number of border crossings. A temporary residence permit (TRP) confirms the existence of legal grounds for temporary residence in Ukraine. In order to obtain a temporary permit, foreigners/stateless persons must have immediate grounds, which are provided for in the Law of Ukraine "On the Legal Status of Foreigners and Stateless Persons". If a foreigner or a stateless person is legally in Ukraine, a package of documents must be prepared for obtaining a permit. The list of documents for the issuance of a temporary residence permit is provided for by Resolution of the Cabinet of Ministers No. 322 "On the procedure for formalizing, issuing, exchanging, canceling, forwarding, withdrawing, returning to the state, invalidating and destroying a temporary residence permit". The list of relevant documents for issuing a temporary residence permit is submitted directly on the territory of Ukraine at the actual place of residence of the applicant to the authorities of the migration service. It is impossible to obtain a temporary permit by proxy. The time limits for formalizing a permit takes up to 15 working days.
Important: After receiving a ready-made temporary residence permit, you must register your place of residence within 30 calendar days. In case of violation of this term, an administrative fine in the amount of UAH 1700 to 7500 is applied, depending on the period of the violation and the grounds for obtaining the permit.
VISA D
Before issuing a temporary visa, foreigners or stateless persons must confirm the purpose of coming to Ukraine to issue a visa. Citizens of most countries must leave with an appropriate package of documents that confirm the reason for issuing a passport and apply to the embassy/consulate of Ukraine to open a destination visa D with the direct number of the purpose of entry. This requirement does not apply to countries that have signed a bilateral agreement with Ukraine. Such countries simply re-enter Ukraine or come only after discovering the fact of the basis for obtaining a temporary permit. Each temporary residence permit has a corresponding code of the reason for obtaining it, which is indicated on the back of the biometric document.

EXCHANGE OF A PERMIT FOR TEMPORARY RESIDENCE IN UKRAINE
Obtaining a temporary residence permit for the first time requires obtaining a target visa D. There is no need to obtain a new visa to exchange (extend) a valid permit on the same basis. A temporary residence permit has its validity period depending on the reason, so if the reason continues and has its own legal force, the temporary residence permit can also be extended, but not automatically. In accordance with the legislation of Ukraine, foreigners or stateless persons must submit the relevant package of documents again in order to renew a valid permit. In this way, foreigners or stateless persons confirm the validity of the reason for staying in Ukraine. In the legislation, this term is listed as the exchange of a permit for temporary residence, but in simple words it is an extension.
IMPORTANT: The exchange (extension) of a temporary residence permit is carried out no later than 15 working days before the expiration of the valid temporary residence permit in Ukraine.
If foreigners/stateless person exchange a temporary residence permit, changing the basis as well, then in this case it is necessary to:
• check out from the place of registration (residence)
• cancel the current permit and leave within 7 calendar days or leave the territory of Ukraine within 7 calendar days after the temporary permit expires
• apply to the embassy/consulate of Ukraine to issue a new D visa with the code of the corresponding purpose of entry or make a re-entry (depending on the country)
• return to Ukraine to submit the appropriate package of documents for a new temporary residence permit.
NOTE: It is possible to exchange a temporary residence permit without leaving and without issuing a new visa only in one case - changing for any reason to marriage with a citizen of Ukraine. This exchange of a temporary residence permit must be made no earlier than 2 months before the expiration of the valid temporary residence permit.

GROUNDS FOR REFUSAL TO ISSUE TEMPORARY RESIDENCE PERMITS IN UKRAINE
During the examination of documents for the issuance of a temporary residence permit in Ukraine, the migration service carries out many stages of verifications directly on the applicant. If one of the circumstances listed below is found, the authorized bodies will refuse to issue a temporary permit. The main reasons for refusal:
• the address of the place of residence specified by the applicant is not confirmed;
• there is an administrative offense, the fine for which has not been paid or not withdrawn from the relevant databases;
• the reason for issuing the passport is not confirmed;
• the validity period of the insurance does not coincide with the validity period of the grounds;
• discrepancies in documents.
