RENUNCIATION OF THE CITIZENSHIP OF UKRAINE
Citizens of Ukraine who have been living abroad for a long period of time, have strong cultural, work and, most importantly, family ties, can receive an offer to accept the citizenship of the country in which they live. The laws of other countries also contain norms that allow granting citizenship to foreigners and stateless persons, if they fulfill certain conditions and principles of citizenship. Our citizens of Ukraine receive a certain guarantee that they will be given another citizenship (for example, the Federal Republic of Germany) or directly a passport (Austria, the Netherlands) on the condition that they complete the procedure of renouncing the citizenship of Ukraine. According to the Constitution of Ukraine, citizens of Ukraine can lose their citizenship only upon their own application to the authorized bodies. It is worth noting that it is necessary to initiate the procedure of renunciation of citizenship with the condition of permanent residence abroad – the legalization of Ukraine's decision on “departure to a permanent place of residence” and registration in a permanent consular list at the embassy / consulate of Ukraine.
GROUNDS AND CONDITIONS FOR REGISTERING THE EXIT FROM THE CITIZENSHIP OF UKRAINE
If citizens of Ukraine have decided to renounce Ukrainian citizenship, they must obtain citizenship of another country or a guarantee of obtaining citizenship of another country of residence. This document is the basis for this procedure. This is necessary so that Ukraine has confidence that you will not remain a stateless person. The main condition for initiating the procedure of citizenship renunciation is permanent residence in the future country of citizenship. This condition is confirmed by a stamp in the passport of a citizen of Ukraine stating "departure to a PPR" and registration in a permanent consular list at the embassy/consulate of Ukraine.
LEGALIZATION OF THE PROCEDURE OF CITIZENSHIP OF UKRAINE RENUNCIATION
Citizens of Ukraine, who have fulfilled all the grounds and conditions for registration of Ukrainian citizenship renunciation, submit the appropriate package of documents stipulated by the Decree of the President on the organization of the Law of Ukraine "On Citizenship". Documents for renunciation of Ukrainian citizenship are submitted exclusively to the embassy / consulate of Ukraine, where the person is permanently registered. After the official acceptance of the documents, the embassy/consulate within 1 month sends these documents by consular mail to the Ministry of Foreign Affairs of Ukraine, where further checks are carried out to make a decision on renunciation of the citizenship of Ukraine. After passing the relevant checks, the documents are transferred to the Commission under the President of Ukraine.
Note: After these steps, the procedure of renunciation of Ukrainian citizenship is officially completed. You receive a decision to withdraw from Ukrainian citizenship, give away your domestic and foreign passports and complete the procedure for obtaining citizenship of the country in which you permanently reside. You already have rights and obligations as a foreigner in Ukraine, but in this case, you have a full right to obtain a permanent residence permit in Ukraine as a former citizen of Ukraine and to return your residence, but as a foreigner.
TIME LIMITS FOR COMPLETING THE PROCEDURE OF WITHDRAWAL FROM THE CITIZENSHIP OF UKRAINE
From the moment of submitting the relevant package of documents and signing the application for withdrawal from Ukrainian citizenship, the documents are registered under an individual case number, which will be used in the future to control the stages of verifications. Further, after registration, they are transferred to the Ministry of Foreign Affairs of Ukraine. Documents and grounds are carefully checked by the relevant authorized law enforcement agencies of Ukraine. The time limits of examination of documents are up to 12 months, but there may be additional checks and the time limits may be extended from 12 to 18 months. After passing all checks, the case with documents is sent to the Office of the President for the adoption of the final decision of the Commission on Citizenship and the signing of the Decree on the withdrawal of a person from the citizenship of Ukraine.
