The Certificate of No Debt is an official document that is issued based on the results of appropriate checks of the enterprise regarding the presence or absence of debt for the payment of taxes, debts for the payment of a single social contribution and other types of debt to the budget. The official name of this document is the Certificate of No Debt to the Budget or the Certificate of No Debt from Payments, the control of which is entrusted to supervisory bodies.
WHY DO YOU NEED A CERTIFICATE ABOUT THE ABSENCE OF DEBTS
Any enterprise try to conduct transparent and honest business for confident cooperation with other enterprises, as well as for participation in public procurement procedures (tenders). A certificate about the absence of debt to the budget is one of the effective and indisputable proofs of the legal and correct activity of the enterprise. WHO ISSUES THE CERTIFICATE ABOUT THE ABSENCE OF DEBTS
In the State Tax Service, you can get an official certificate about the absence of debt to the budget. In order to issue a certificate of no debt, a list of necessary documents must be submitted to the territorial office of the tax service at the location of the business entity. The form of obtaining a certificate of absence of debt can be:
- paper form - should be picked up directly in the body where the application was submitted;
- electronic form - can be obtained in the private part of the taxpayer's electronic cabinet.

From the moment of formation of the certificate of absence of debt, regardless of the form of its issuance (paper/electronic), they have legal force. The validity period of the certificate of the absence of debt to the budget is 10 calendar days. The date until which it is valid is indicated in the certificate. The term for issuing a certificate from the moment of submission of the relevant package of documents together with the application is 5 working days from the next day after submission to the relevant body.
GROUNDS FOR REFUSAL TO RECEIVE A CERTIFICATE OF THE ABSENCE OF DEBT
According to the data in the databases of the controlling authorities, the taxpayer has one of the following conditions:
- tax debt;
- debt in the payment of ESU
- other debts.
If there is at least one of the reasons for refusal listed above, the subject of business activity is provided with a letter with a reasoned answer regarding the reasons for not providing a certificate of absence of debt. A refusal to provide a certificate is prepared within 5 working days .
