Citizens of Ukraine who are unable to arrive to the territory of Ukraine at the place of registration, have the right to submit a package of documents directly to the Embassy/Consulate of Ukraine in the country of residence. The time limits of registration of permanent residence may exceed 3 months from the moment of submission of documents. After receiving a decision from the Embassy/Consulate of Ukraine on staying at a permanent residence, it is necessary to remove yourself from military enlistment (for men) and cancel a residency registration in Ukraine in order to complete the procedure.
