APPENDIX TO THE ID CARD - TYPES OF CERTIFICATES ON PLACE OF RESIDENCE REGISTRATION TO THE ID CARD
The passport of the new sample, i.e. ID card, contains information encrypted on the chip about the person's registered place of residence (if available); however, it is impossible to visually see such information in the card. In addition, when changing the place of residence, there is no need to change the ID card, since only the information on the ID card chip changes. In this regard, and taking into account the fact that not all bodies and institutions have the ability to read information from the ID card passport chip, an appendix to the ID card is executed. From introduction of ID cards, an Extract was considered as the appendix to the ID card. However, the Law of Ukraine “On Demographic Register” did not provide for the possibility of obtaining the Extract to the ID card. Therefore, today there are 2 documents that can be used as appendix to the ID card:
1) Certificate on Place of Residence Registration (Appendix 13)
The Certificate on Place of Residence Registration is issued by the Registration Department of the Local Administration or by the Village Council.
2) Certificate on Entering Information into Unified State Demographic Register
The Certificate from the Demographic Register is issued by the Migration Service (usually by the same Migration Service having issued the ID card).
WHAT IS A CERTIFICATE FROM THE DEMOGRAPHIC REGISTER?
The Certificate from the Demographic Register is a document containing information about a person included in the State Demographic Register. The State Demographic Register contains the following information about the person:
- personal data (surname, name, patronymic, date and place of birth)
- sex
- citizenship
- registered place of residence and date of registration
- identification code (if available)
- ID card number and entry number in the Demographic Register
- series and number of previous passport (if available)
- series and number of all passports for travelling abroad (valid and canceled ones)
Thus, the Certificate from the Demographic Register is essentially a transcript of the data contained in the ID card. Accordingly, if the person does not have the ID card or the biometric passport for travelling abroad, the State Demographic Register does not contain any information about the person, that is, it is impossible to issue the Certificate from the Register.
WHERE CAN YOU RECEIVE THE CERTIFICATE FROM THE DEMOGRAPHIC REGISTER?
The Certificate from the Demographic Register can be received in the Migration Service. Most commonly, it is the Migration Service that has issued the biometric document: ID card or passport for travelling abroad. But there is no prohibition to receive such a Certificate in any other Migration Service. Accordingly, the Certificate from the Demographic Register can be received by filing an application to any State Migration Service.
