An archival certificate is an official response of a state archival institution to a request regarding the presence or absence of a particular act record in the register books for a certain period of time in relation to a specific person.
Departments of state registration of acts of civil status carry out registration and keep act records for 75 years. At the end of this period, all paper books with act records are transferred to archival institutions and are kept there. Therefore, if you need to get a duplicate of a document that was issued more than 75 years ago, you need to get an archival certificate. A certificate from the State Archives has the same legal force as a certificate from the National Archives, but sometimes the legal procedure may require additional court procedures, such as the establishment of a legal fact.
WHERE TO GET THE ARCHIVE REFERENCE
To get an archival certificate, you need to apply to the regional state archive or to the state archive of a city of regional importance. You can apply directly to the archive or apply to the DRATS department, which will send the request to the relevant state archive. In accordance with the legislation of Ukraine, a lawyer or a representative under a power of attorney can also perform the above operations on your behalf.
WHY DO YOU NEED AN ARCHIVE REFERENCE
Archival certificates can be used in absolutely any life situation where you need to confirm certain legal facts, as well as certify the fact of a family relationship with a certain person, such as the reburial of a relative who died more than 75 years ago. However, archival certificates are most often received by foreigners who have expressed a desire to acquire Ukrainian citizenship by territorial origin. For this, they need to prove the fact that their closest relatives were born on the territory of modern Ukraine. As such relatives are usually grandparents, great-grandmothers and great-grandparents who were born long before 1949, then the procedure for obtaining an archival certificate becomes an indispensable step on the way to obtaining Ukrainian citizenship.
