Restoring of passport of Ukraine

The loss of the passport of a citizen of Ukraine is an unusual event, so it requires an immediate solution and special attention of every citizen who has encountered this problem.

It is not worth postponing the restoring of the passport of a citizen of Ukraine for the following reasons:
- passport of Ukraine is the main document certifying identity and in most legal cases (opening a bank account, process documentation of pension or financial aid, process documentation of passport for a child or even issuing a permit for a child to travel abroad) you will need the domestic passport of a citizen of Ukraine, even if you have a foreign passport, which also certifies your identity;
- postponing the procedure for restoring the passport of Ukraine gives more time to criminals, who could probably find your passport, to illegally use the document. It is worth remembering that as soon as you applied for the restoration of your passport, your lost passport automatically enters the database of invalid documents and therefore no one can use it again. If, under certain circumstances, you are not able to immediately restore your Ukrainian passport, you should contact the police with a statement about the loss/theft of your passport. At your request, the police will also add your lost passport to the database of invalid documents.
- Ukrainian citizens registered in Donetsk, Luhansk regions and Crimea are also not recommended to postpone the renewal of their passports, since, as practice shows, the legislation tends to complicate the procedure of the restoration of documents for such citizens, especially in the absence of additional identity documents. In such cases, it will be possible to restore the passport of a citizen of Ukraine only within 3 months according to the procedure of identity verification.

HOW TO RESTORE A LOST PASSPORT OF UKRAINE

Regarding this issue, we would like to emphasize the following: the passport of a citizen of Ukraine can be restored only on the territory of Ukraine. It is impossible to restore a Ukrainian passport abroad, send a ready-made passport abroad, or restore a Ukrainian passport online. Embassies and consulates of Ukraine abroad are empowered to formalize and issue foreign passports, they do not have such powers for domestic passports (ID cards).
At the same time, an urgent issue during the martial law in Ukraine is situations when citizens went abroad without foreign passports, having domestic passports only and this domestic passport was lost abroad. In such a case, of course, every citizen who finds him- (her)self in a similar situation should contact the Ukrainian embassy in the country of residence. Under such circumstances, the embassy does not issue a domestic passport to a citizen, but an identity card for returning to Ukraine. An identity card for returning to Ukraine is a "single-use" document that entitles a citizen of Ukraine to cross the border once in the direction of entering Ukraine. With this identity card for returning to Ukraine you should apply to the migration service for restoring the passport of a citizen of Ukraine.

WHAT DOCUMENTS ARE NEEDED TO RESTORE THE PASSPORT OF UKRAINE

The legislation of Ukraine defines the general documents that will be required to restore the passport of a citizen of Ukraine:

1. Statement about the loss or theft of a passport;
2. Certificate from the police about the loss of the passport
3. Payment receipts
4. Certificate of residency registration
5. Documents on civil status
6. Identification code.

In practice, you may come across the fact that in the presence or absence of certain documents from the list, you will need others. So, in particular, the special procedure for restoring a passport applies to citizens who lost their old-style passport in a form of a booklet, which was issued in the occupied territories. First of all, such persons will be asked to present their foreign passport, in case of its absence, it will be necessary to provide a number of other documents or go through the procedure of identification.
Also, for example, a Certificate from the police about the loss of the passport is often not particularly taken into account, as it is not very informative when restoring a passport. Instead, you may be asked for a copy or a photo of the lost passport, which is more effective when performing checks and restoring the passport.

IS IT POSSIBLE TO RESTORE THE PASSPORT URGENTLY?

The legislation of Ukraine defines 2 procedures for restoring a passport of Ukraine: urgent restoration of a passport and restoration of a passport in the regular (ordinary) order. Urgent restoration of a passport of Ukraine is possible in 7-10 business days, but at the same time it should be taken into account that recently the quarantine restrictions, the introduction of martial law in Ukraine have left their mark on the passport restoration procedure and often the state simply does not have time to print passports in time and there may be delays in issuing a passport.

RESTORE OLD-STYLE PASSPORT OF UKRAINE IN A FORM OF A BOOKLET

Some categories of citizens who were owners of old-style passports and lost them have an irresistible desire to restore the passport in the form of a booklet of 1994. According to the current legislation of Ukraine since 2015, such citizens receive passports exclusively in the form of a plastic card - an ID card, regardless of the citizen's wishes. The only option today to get an old-style passport is the court procedure. Every citizen who has received a written refusal of the migration service to issue a passport-booklet can appeal this decision in the court at the place of residence, providing the court with a justification for the refusal to receive a plastic passport.
